Happy, left, plays with Luca during a socialization session Thursday, Aug 18, 2022 at Animal Care and Protective Services in Jacksonville. Animal shelters across the country have been full, even overcrowded, for months and adoptions are down. There are many reasons, including pandemic, staff shortages, decreased volunteers and housing instability in the community. ACPS is currently overcrowded with 300+ dogs at the shelter.
